I think Azure Functions are fairly fundamental to IoT for ETL and payload enrichment, no other Azure services can do that and remit the event to other services. The the thing to remember on larger IoT ingestion patterns is that you will need to create a que for incoming events as well as take cold starts into account.
One thing is for sure, Architects needs to be excellent communicator whether they actually know anything or not. But they should be aware of how to sell products nowdays

Stream Analytics or Data Factory would be pretty close. Both are pretty powerful.
