14:15 Why the fuck would Riot remove stacking Chain Vests? Stacking Serrated Dirk was good because it was more gold efficient in terms of raw stats to buy 3 Dirks (20 AD, 10 Lethality for 1000 gold times three = 60 AD, 30 Lethality for 3k gold) than it was to buy any Lethality item. This doesn't speed up any assassin's first item power spike, it actually delays it, since most lethality items cost less than 3k gold to give ~50 AD and ~15 lethality. The problem with it was that it was just such a strong power spike for almost all assassins, and triple Dirk gave you immense one-shot power.
Triple Chain Vest only affects two champions. Tank Malphite, K'Sante, and Rammus. These are the only champions out of the ~160+ champions in League that benefit from stacking chain vests, and even then, Malphite and K'Sante both don't benefit half as much as Rammus does, since Rammus armor scaling is so much better than K'Sante or Malphite's armor scaling. So stacking Vests doesn't up the kill pressure of all tanks, just 3 of them. It also doesn't give those three tanks the power to one shot anybody, it just makes them very unkillable. And being unkillable is the healthiest design philosophy for tanks. Its way better than tanks doing over tuned levels of damage, its better than tanks having 4 hours of chain CC in their kits. Being unkillable is very healthy for tank champions. Even if Malphite did do illegal levels of damage by stacking armor, he's still entirely reliant on his ultimate to gap close, unlike Talon stacking Dirks, who can jump walls or leap stab you with Q, on top of using his ult to gap close.
And how would Riot stop the stacking of Chain Vests? Dirk stacking was stopped by making the 10 lethality into a unique passive. A passive in League is unique if it has its own name to it, which Dirk's passive did have its own name, called "Gouge". The Gouge passive effect was that it granted 10 lethality. So you could buy six Dirks, but only one of the Gouge passives would be in effect, so you'd still only have 10 lethality.
Chain Vest has no passive. It only has one fucking stat. 40 armor. How the fuck would you make that non-stackable? Would you really give Chain Vest a unique passive stating that the item basically gives no stats, its just a passive that grants 40 armor? Even if you actually do want to go that route, I circle back to my original question. Why? K'Sante, Malphite, and Rammus are the only champions who could even remotely benefit from stacking armor like that, and even then, literally only Rammus does it, and on top of that, only LANE Rammus does it. The rarest example of a single champion does it, other than that, no one else ever does this. If lane Rammus is a balance issue, directly nerfing Rammus's ability to lane makes infinitely more sense than to make a change to Chain Vest.
And lastly, stacking armor has less effectiveness than buying a mix of armor and a mix of HP. It doesn't matter if you reduce all physical damage down to one incoming damage, if your max HP is one HP. Likewise, it doesn't matter if your max HP is one hundred billion, if you take one hundred billion incoming damage, you're still getting one shot no matter how much HP you have. Have a reasonable amount of HP and a reasonable amount of armor, and you're going to be more tanky than if you just buy a ton of armor OR a ton of HP.
