it mean that custom come from someone made into the game like the hair for example. that is a custom content. but you have go to a website like mod sims or resourse. to get them but have to download to the game. But make sure you have a mod folder of sims4 and and make sure have pack like person has that made the hair, if it like cat & dogs if you don't got that won't work in your game.
