That is corollary of Euler's formula.To apply e is less than or equal to 2v-4 there should a circuit of length 3.If the circuit is there of minimum length 4 or more then e is less than or equal to 3v-6.

In the question it is said that there is a circuit of length 4.I hope you agree to it. Corollary tells that there should be a circuit of length 3 so where is the confusion?
