From my interpretation this is about a person who is experiencing apathy (references to boredom) due to something like depression and this causes them to hate themselves and their 'brain' for causing the apathy.
And then the 'these annoying hate/limits I say NO' is the persona in the song desperately fighting against this mental state, perhaps unsuccesfully, judging by the only partially resolved ending note.

After reading the subtitles, I can't really describe how much the lyrics fitting into chainsaw man in my personal opinion
