The fatui isn't a criminal organization tho. It's a military organization under the cryo archon, The Tsaritsa. Just because they're usually portrayed as the bad guy doesn't mean they're out right criminals.

Uhmmm.....they are though like a very criminal organization we have seen every single one of them commit entire war crimes against the nations they are in, Mondstat they literally were trying to assassinate Davlin, spread violent propaganda, Liyue the harbinger literally committed desecration of a corpse, breaking and entering an governmental building with h the intent to steal, and an act of terrorism, Inazuma was continuously inciting a civil war, distribution of an illegal substance (if we can call delusions that), intent of hostile government takeover (with the civil war), Sumeru.... where do we even begin..... hostile takeover of the government, attempted usurpation of the current ruler, human experimentation (the loops they had to go through), (mind you this isn't going to list the Doctor's crimes), Fontaine was milder, assassination attempt of the leader, and a few other minor things, Arlecchinno's crimes again would be worse but I'm just talking about fatui's actions in each nation, Natlan again an attempted hostile takeover of the government, attended usurpation of the government, and technically a terroristic threat to the multiple civilians in the arena at the time (kinich and the others), I can't tell you for certain if he was aiming to kill Mavuika but he was definitely intending to cripple her with most of those attacks, so they may be considered a military organization however probably to most of that they are considered a terroristic organization, again not coming to like say you're wrong they are a military organization in "code" but considering what they do in each Nation they can very much be considered a terrorist organization anywhere else or both!
@@Ailee-San Dottore is hated by pretty much all of them. It was even mentioned that, if Tsaritsa didn't care about her nation's future, she wouldn't be working with any of the harbingers apart from Childe as he doesn't murder for fun (well, in a way that he only kills those who deserve to die)
