My only suggestion to you is build a retaining wall very high up so the water will not reach to your property. I could see the flood is coming closer to your property. Otherwise you will be having this problem yearly if it is not taking care of it.
I advised her many times, to not take the stones from the river, in front of her property! So, every winter, the water goes up, until destroes what she constructed! But in my opinion, she doesn't read our messages! She only wants to shows videos and wideos!
