+ and - notate direction if the velocity vector and acceleration vector are in the same direction you are speeding up if they are in opposite directions then you are slowing down
so deceleration is when an objects slows down in terms of speed, not necesarily velocity. in terms of velocity it simply means that the acceleration vector and velocity vector are acting in opposite directions, hence negative and positive acceleration

If you mean negative acceleration as acceleration opposite to velocity , then my answer to your question is no.
