The fail save normally sits in the receiver.
Almost all modern TX/RX has it build in. You can test it yourself, just put the car on a stand, give a little throttle, and switch the transmitter off

Yes, but you have to use a Y on CH1 or use the three position switch. But with the 3 position switch its full left, center full right, not ideal.
