i dont reccomend putting factories on cities that has less than 250k pop. if youre forced to, its totally fine.

I don't think putting factories like electronics in low population cities is good but putting civ factory in cities under 100k pop is nice since it's easier to upgrade the infrastructure and get 10% more consumer goods
