You can visit Https://ksavisa.sa and select visit visa in visa type, in next page select purpose of visit as Tourism (which is a one year multiple entry visa that can be used for Umrah as well). Next page will check your visa eligibility for which you should have US UK or Schengen valid visit visa, GCC resident visa or Permanent residency of US UK or EU. If eligible you will be directed to application form
Yes indeed you are right insurance is mandatory for Qatar.. I have Sukoon insurance for my vehicle in Dubai which covers for both Oman and Qatar. I got the the qatar insurance certificate for free via email from them
I have travelled to Oman both from Hatta border and Musandam on car under loan and had no issue but I believe it’s not allowed for KSA, better to check with loan issuing bank if there is any solution.
Its a less than two hours drive between Ghuwaifat (uae Saudi border crossing) and Salwa (Saudi Qatar border crossing). We didn’t see many petrol stations or garage but normally vehicle insurance provides support number in case of emergency and they should come to pick and drop vehicle to near by garage. But sure its a big hassle if it happens unfortunately
If you are going from Dubai first thing you will need is Saudi multiple entry Visa. Secondly for Qatar they just check my passport, emirates id and hotel booking nothing else which depends on your UAE visa.

did you use sedan or suv? are the distances between fuel stations enough to travel safely? or need to provide extra fuel while driving?
We used SUV and petrol stations are available at safe distances no issues
One thing you forgot to mention is that the car insurance at Qatar 🇶🇦 & saudi border

Does Abu Dhabi cars need vehicle permit for traveling to Qatar.?
I owned the car and no permit was required for me though I heard there is some approval requirement for leased vehicles

It should be ok if tint is as per acceptable range. My car is tinted and had no issues

If you are referring for map you can download offline map in google maps

We didn’t require any certification for own car but i am not sure for leased cars..
