Reciting and talking is the same thing, there's no problem, as long as you know your intention When you are reciting.

As-Salaamu Alaikum Wa-Rahmatul Laahi Wa-Barakaatuh sister Khadija. It's about female public speech not specifically Qur'an recitation. What is said and argued upon about female public speech is the same that affect Qur'an recitation of the female. Some are for the motion and some are against it. I am in Ghana but I have followed a lot of lectures in Nigeria where there are scholars who are in support of it and there are those who are against it.
Considering in support of it, there has been several public speeches and Qur'an recitations done by women where some are with facial veil and others without it.
So what I can say is, if you feel safe to do this public videos for us, we your followers of about ten thousands why can't you recite Qur'an?
