Yes and no. If you want to go up you will need a ticket. But you can look at it from afar and access the ground floor for free if you pass the security gate doors.

For 5 mins, every hour after the sunset. The Eiffel Tower will light up from sundown until 1AM.
4:56 What are the free exhibitions in Paris?
A lot of exhibitions are free, I recommend you check-out their websites. Also, for Musée d'Orsay and Centre Pompidou it's free every first sunday of each month.
