    Question, I'm a 100% permanent & totally Disabled Veteran and am looking to buy a home in New Rochelle NY, or Mamaroneck NY. I served from 1993 to 2003 during the Gulf War. Do I still have to pay property taxes or is it just a portion of taxes that are exempted?

      @VADisabilityGroup Wow, that's a book, thank you for that. I served from 1993-2003 which was during the Gulf War. I'll make some calls to find out how much the exemption is. From what I see there are not many Disabled Veterans living in New York just for this reason. Many of them moved to the Southern states for tax benefits. I planned to buy a home in or around New Rochelle where I grew up but we will see. I thank you for all of your research and knowledge you bring.

      This is a bit outside our scope of knowledge or ability. We suggest you contact a local VSO, or reach out to local colleges and universities to see what sort of programs they offer. There is usually a veterans' liaison on campus that can help with any available scholarships or program eligibility. They are usually accessible through the finance office. Hopefully this will get you pointed in the right direction.

      The Military Service Recognition Scholarship (MSRS) is a financial aid program in New York State that provides educational assistance to children, spouses, and financial dependents of veterans who were disabled or killed while serving in the US Armed Forces or the state organized militia.
      To be eligible for the MSRS scholarship, the veteran must have been a New York State resident at the time of their disability or death, and the disability must have been severe and permanent. Eligible dependents can use the scholarship to attend undergraduate or graduate programs at approved institutions in New York State.
      Our understanding is that you can't apply for the MSRS scholarship directly through a single application portal. The application process involves multiple steps handled by different entities:
      * Eligibility Confirmation: Check your eligibility requirements with the New York State Higher Education Services Corporation (HESC).
      * Web Supplement: Submit the online Military Service Recognition Scholarship Web Supplement on the HESC website.
      * Required Documentation: Submit necessary documents along with the signed confirmation page to the designated address provided by HESC.
      * HESC Account: Upon eligibility verification, you'll receive an account number from HESC.
      * FAFSA & TAP Applications (Current NYS Residents): Apply for the Free Application for Federal Student Aid (FAFSA) and the Tuition Assistance Program (TAP) on the HESC website by the May 1st deadline to request payment.
