this is actually quite simple, go to your island settings and change the structure damage the player can do to "player built only" or "enemy and self placed only"

Hey woody, I had the same problem. Just fixed it!! inside the settings for the "zone mutator device" scroll to the bottem and make sure to select " allow weapon fire and building" Hope this helps you.
