Basin work concrete walls getting installed

Back to the basin putting topsoil to grade on berm top. Seeding the basin berm, Me and TOM rolling out straw matting, and some foundation wall video of it being installed. We having a good time.

Why does a residential home have to have retention pond? First time I have seen this in non commercial use. Here we have any commercial land over 1/2 acre have a storm water management plan and on a subdivision development. Seems like a huge expense for one residence.
