The fact that Frank Dicopoulous was the longest tenured, contractual cast member - he signed on in 1987 - when "Guiding Light" signed off in 2009 say a lot.
A very engaging, down to earth actor.

I had totally forgotten that before Frank became an actor he was a Chippendale dancer. He reminded us of that during The Cooper Family Guiding Light reunion yesterday on Alan Locher's UA-cam channel.
Haha! Frank was joking! He was never an exotic dancer of any kind. He had a choreographer for this scene. He has often commented that he would like to be on Dancing With the Stars!

The casting on "GL" has been extraordinarily successful throughout the years (I'm particulary appreciative of the late Betty Rae); and Dicopoulos and Beth Ehlers - as siblings Frank and Harley Cooper - were sublime. They were very believable as a big brother and his little sister. (Thanks also to Pam Long, the great head writer, for her creation and development of those critical characters.)

Jean Carol, as Nadine Cooper, is in the scene. Maureen Garrett, as Holly Lindsey, had returned to show. Carol joined in 1989. (I believe Garrett returned the same year; that was the case with the late Michael Zaslow as Roger Thorpe). And Carl Tye Evans, who played Harley's then-husband Alan-Michael Spaulding, left the show in 1990 (to be replaced by Rick Hearst).
My guess is 1989.

@thefunkyplanner I think it would early - mid 1990s because Harley & A-M must be married, Nadine is there, and Ed looks like he's with Holly so must either be when they are having affair or after Maureen dies in early 1993.
Most of the people who hate Frank only hate him because he was the third wheel in the Otalia story. Put me in an awkward position, because I'm all for lesbian romance, but my beloved Frank was once again a loser in love. I've never held my tongue and been so angry about it as I did against the Otalia fans hating on my Frank, because I didn't want anyone to think I was against Otalia when I was simply against the tired old loser Frank story again.
