If you are using the shielded cabel, the drain wires must be grounded on both ends independently. Otherwise, it will just make the case even worse, since the surge obsorbed by the shielded can't be released to the ground. Then it might be leaded to your equipment.

The surge could be absorbed from the copper cable. Even you have UPS power, the PoE system still could get the surge.
