The villains making sense in My Hero is because one of the big themes of My Hero is the structure of hero society, which has been shown to have massive flaws by both villains and other heroes in the story.

The best villains and antagonists are the ones who you can relate to. The ones that when you really think about what they're saying, they're absolutely right, they're just going about it entirely the wrong way. The ones that in the end have a profound influence on the hero/protagonist, and convince them to make the changes they were trying to, but doing it the right way. Best examples I can think of are Pein and Naruto in anime, and Killmonger and T'Challa in the MCU.

Funny that you ask why the villains have a point throughout My Hero Academia, to be frank it's because that's how villains in Super Hero series used to be back then, just a bunch of people who were so misunderstood or thrown into unfortunate circumstances that would inevitably make them become a villain. One example I can think of is Muscular, he was a body builder and his quirk allows him to shred more muscle fibers giving him the capabilities to become inhumanely strong, but in doing so is like taking steroids, too much testosterone in his system.
This is Dabi after the Certain Chapter where he revealed who he is, He had to Post a video so he asked DPS for help
