Because you were using the best watercolor paper, I would not say paper is more important than skills of course , but it is definitely more important than paints.

Great work, but Arches paper can hide many problems.Ive painted with tea, coffee and chocolate on Arches paper.Try cheap watercolours on photocopy paper.Its possible but real limitations are easily seen

Why would you want to spend time on paint making rather than on painting?
My greatest challenge in painting is finding the right subject to draw. I love a lot classic art, like this drawing, but it's difficult to find high definition pictures to copy. One could go around through the city centre (I live in an ancient European city full of good examples in architecture and decorations), but it becomes very challenging drawing particularly complex ornate elements live
