Europe is much warmer at these latitudes than anywhere else in the world. You find Tundra in most places this far north.

I know it's Finland, but how good can the citizens understand and speak Swedish?

In the west coast for some its the first language, same in Helsinki. it's taught in schools but elsewhere in finland its not used in everyday life so skills on the language might be poor
