I dont believe its Tupac who is singing his verses, sorry guys.
You are right the singing part is Elton John which I think gives the song even more power.
Tupac's voice on this song sounds weird.
Eminem produced this song and the whole album the song was on. 2Pac had no creative say on this song and the album it was associated with, it was a posthumous album that came out in 2004. 2Pac fans didn't like the album for the same reasons you two said in this video. The songs on the album were off beat and 2Pac's voice was pitched up, Eminem also did some vocal editing to make 2Pac say G-Unit and other bullshit that didn't exist when 2Pac died in 1996.
