There isn´t a causal process known with complete and unrefutable certainty, what there is is theories. Risk is the measurement of variance in statistical models that are proposed by either a domain theory or a statistical description. Uncertainty is variance of events on which there is no model according to which we can obtain an measure of it. So if there is no model for certain variable/event, then it's variance is uncertainty.
