I tried to do something similar. However, I made differences. I divided the circle into 4 districts, each taking a quarter of the city. Each district was unique and different, and had a different type of tree to tell which one it was. There was the purple district, Wich had a purple tree (I didn't know what the tree was) the evergreen district, the Cherry blossom district and the palm tree district. The Cherry blossom district is family friendly, so I wanted families to live there. The palm tree district values nature and has policies that, in a way, somewhat protect the nature in that district. I also placed loads of trees there. The purple district values wealth, and has high density residential and jobs, as well as policies to earn money. The evergreen district values city Life and is the only district that had industrial zoning. In the center of the circle city I made a small custom park with cross pedestrian paths and 4 groups of trees that match the district they belong to.

The first time when I saw this work (and "DNA City", another work by the author), I was so amazed that I started playing Cities Skylines (gave up Sim City a few times). Now, after hundreds of hours of gameplay with my own savegame published on Steam Workshop - I understand the author's every move, I am quite sure I can do it too, but I am still amazed by what the author achieved with the vanilla game (not even the Extra Landscaping Tool, with trees plopped one by one!). As I see it, CSL is not about assets, mods or details, but IDEAS. Your work shines when you have a wonderful idea and make it real in your city!
Would probably be nightmarish. All these circle-cities look awesome from above, but city planning is not, ironically, about the plan, its about actual living expierence, and many unexpierenced city-planners get carried away with how good things look from a bird's eye view although in reality such planning is critically flawed (taking into account how things look instead how they feel and work) and will lead to big problems for the actual citizens to deal with. But it's ok with me while it remains in-game experiment. Some kind of "painting a city", circles and multi-level transport interchanges look nice from above, true.
