You had 100% enthusiasm, while Snake only had 83% enthusiasm, which means 17% of his supporters stayed home and didn't vote in the election, while all your supporters voted. This means the final number was 49% for you and about 42% for Snake, so you ended up winning in California, because everyone who supported you in California voted for you, but not everyone who supported Snake in California ended up voting for him.
