Part of what you need to know is what wood he is working in !!! my first guess is Boxwood , the white pieces in traditional Chess sets are made from boxwood !!! The Black are from Gabon Ebony !!! These woods are almost as hard as stone & will retain the carved shapes for hundreds or even thousands of years if stored properly !!! A scalpel / razor sharp tool is required to work the wood & skill with great care to protect the hands etc... Some netsuke use to be made of the different types of ivory , I have read that Hippo & walrus were the best to carve followed by whale & elephant !!!

木彫りをやってみたいのですが、木材はどこで手に入れるものなのでしょうか、安く買える場所やサイトなとがあれば教えて頂きたいです。
どのような木彫をするかにもよりますが、書かれている内容から察するに根付というよりは一般的な木彫りを念頭に置いてらっしゃる様に感じましたが、それならAmazonの木彫用木材(桂など)は気軽かと思います。いろんな木を見てみたいとなるとwww.mokumoku.co.jp/index.html#goodsなどの専門店がいくつかあるのでみてみるといいかもしれません。

What is the tool used to carve the circle?
It is the chisel that plays a major role as in 5:53. But whatever blade you are comfortable with is fine.

かける時間や細工によりますが、簡単なものでも10000円くらいはしますし、かなり時間を掛けたものだと10万は超えます。ただ一生物なので世代を超えて継承する事で様々な物語がうまれるかなと。特に三重の伊勢根付は実用品として製作されているので基本頑強で100年は持つものかと。😀ま、職人といえど人によって技術は良し悪しあると思いますが。今年は6月に三重で伊勢根付の展示があります😀
