No, the forms are to be filled in class 5th itself, and the candidate must have studied in a government school from class 3 to 5 to be eligible for applying.
That Bihta Hostel boy is clearly tall and probably overaged for class VI in my opinion (maybe he is of the correct age). Hostels in Bihta are exclusively for preparation of JNV, Sainik and Netarhat etc entrance exams. I don't know how he is claiming he didn't get any coaching. Overaged students have always been a menace for the Navodaya system, they eat up the seats of deserving candidates and once they get admission, they start dominating everywhere from sports to academics because they have the advantage of age on their sides. I have witnessed and suffered all this.
