Now to explain how he can see the genocides: Since the whole undergroun got its space and time frigged up, it acts like a window to outside the universe meaning gaster can kinda spy on everything nd everyone literally, hope this helps P.S papyrus is aware of the resets and is just as knowledgeble over space and time as sans, heres proof; in the true pacifist ending, when you talk to Pap he says "This is truly a good ending, although not the perfect one seeing out of all the others I came out a true royal guard member
