To be honest, the concept (or definition) about that "no diffusion control is the capacitive behaviour" is not right, because as far as we know, even for the pure EDLCs, the capacitance still diffusion controlled, especially for the sub-nanometer electrodes.
It is always helpful to specify the nature of the working electrode when examining the solvent's potential window.
