Okay, so, straight away in this run, you want the ball to kill you, then glitch a painting into the basement, then run through here then go into the final room, then sneak out of the first Act 2 room, then get out, then move onto Act 3, go through your house, enter the neighbor's house, then glitch the lamp into the basement, then run through the basement, use the TV to get through the exit door, then do the house skip, and you go into where he keeps his son, then protect him from the creepy guy, and you just run through the void, and you know, you've not got to worry about him anymore. You have completed the game. So, you just run this way, and the game finishes right there in 4 minutes and 59 seconds, so that's the fastest time beaten in Hello Neighbor.

Not really a tas like thing, more rather a spliced/segmented run that roughly shows the best possible time by cutting out any potential error (typically swapping to another run from what i'm seeing here) In other words its in the title, sum of best
and there's also like 2 new skips 1 of them was fear school skip which you use tv clip into the green exit door in act 3 basement and the 2nd one was the house clip in finale which we don't know how it was done lol

I don't think this is a really good method to calculate a human's limit. Because some clips use items that have already been used in previous ones, which makes the entire speedrun completely meaningless and physically impossible, let alone for a human being.
