I recommend to take IELTS, because exam fee is 15000 and you can send your scores to 5 universities for free of cost ( after exam), additional scores cost 250 rupees per university. Compared to toefl where it costs 20$ which is very costly than IELTS. Also few universities provide fee waiver if we mail grad admissions office, and universities conduct events, if we attend them they will provide application waivers.

Hey Namrata, So for SJSU, once you have completed your application and paid the fees, you'll get your user id for SJSU portal. There you will be able to see all your pending tasks. For financial proof there will be two mini tasks(I don't remember exactly, but it goes soemthing like this) Task 1: A pdf will be present there, in which you'll have to fill details regarding who is going to sponsor you Task 2 : Provide a financial proof. In this you can show your sponspor's bank statement/Loan statement where they can easily see that you guys have enough funds to sponsor atleast 1year of your (tuition+living expense). So Upenn is abbreviated for University of Pennsylvania. It is different from Penn state University(PSU). So basically PSU has 2 campuses i) University park and ii) harrisburg..University Park campus comes under top 30 US universities for computer science(The deadline is over), whereas harrisburg is not as good as University park, but it is still good.
