You will definitely get a full refund - not necessarily RBI, you can also go to Bank of India or State Bank of India, though other banks may accept too. Regarding, Guwahati, Assam ... they could not get the pronunciation clear of the State from you but when you mentioned State they should have realized. They told you to go CST - which is the major railway station for inter State travel by rail. I will try to guide you as much I can. North East India is a beautiful region of our country.
