My solution for this game has always been to change every card to follow a base rule of costs less but never less than (1). Every other card game you have to give something to do something (maybe not in Yugioh, you die on Turn 1. The meta is decided by the coin flip.) Rework all the 0 cost cards to cost something and do something new. I hate playing against players who are out of mana and don't end their turn - this way they could also implement an auto-end turn when you hit 0 mana because your turn is DONE; and you don't have to sit and watch a guy do 10 more things despite the premise of the game being you should have to spend mana to do things.
