Will it be same if we directly do grafting from direct mango branch by removing the skin n cover with soil method?

That is called air layering. It is possible, but i don’t recommend it on a mango tree grown from seed unless it produces fruit and has multiple branches. I would recommended the method in this video or the whip and tongue method (look up a video). You can try to air layer, i’m not 100% sure about it but it isn’t very likely to work.

If the graft is successful and healthy, it is possible for the tree to bear fruit in as little as two years. Although it is advisable to allow the tree to keep only one or two fruits in order to prevent growth slowdown or stunting.

Hi, while cutting the scion, I didn't do a good job. I ended up with a scion around 4 inches at most, and an equally short rootstock. What is the likelihood that the graft will be successful? Any recommendation for the typical length of scion and rootstock and why? thanks!

length : 3-4 cm.
if too short, cambium layer that will be connect between scion and rootstock too short so it's it allows failing. and if too long it's will be easy broken
