Although for this one, it's a more obvious reference from Alpha to Sam compared with Vera to Mistral (the red sword, the mechanism of Alpha's sheathe, and her thing with motorcycle). Basically both are good and both of their Element are different so yea you can pull for Garnet since she's an S Rank (or 5 star) but to give you an in-depth description on their differences: Rozen is easy to get since it's an A rank (a 4 star) and you can pull that on the standard banner (in which you shouldn't use your BC on standard banner because it's farmable). Garnet is a "S Rank TANK" unit (basically the one shredding the enemy shields) and a Lightning Element. and yes it's a must pull if you don't have Veritas.
