Maybe it was too heavily edited before being released, and changes are made by the film's production company and not the Director (John Landis in this case) and sometimes what they do can destroy a film. Marty Feldman suffered badly with that. If there's a directors cut of Burke and Hare, I'd say its much better.

It amazes me a film with this much comedy talent is so unfunny
I disagree, I found it quite funny, though clearly it wasn't as funny as it could've been.

That why you need a good script. You can't just rely on actors to make a film good.
