he recorded voices for falcon in ssb 64 in 1999 which is resued in melee and brawl, but with a few new voice clips in brawl, such as 'Blue falcon!' and a rerecording of falcon punch but that was way back in 2008 and he possibly could have already done the new clips during the early development in brawl he also might have forgotten what it sounded like, or he just wanted it to sound like vegeta
i think for captain falcon VA nintendo used special sound echo for modify the voice a little, like some song voice (and he talk english for falcon, he try to change the voice a little) if you ear captain falcon when falls/die in smash games remember a lot vegeta

It sounds different here because he seems like he forgot who Captain Falcon is, I think. So, he might've thought that they wanted to hear Vegeta spout nonsense and he just thought, "ok ¯\_(ツ)_/¯" I mean, 13 years had passed at that point with no reprisal of the role.
I think they tweeked his voice to make the legendary captain falcon voice. I don't think this is about old age, because he sounds the same as vegeta in the beginning of dbz. No voice can change this much guys
i know i was just pointing out most of his battle grunts and taunts [example: 'show me ya moves!'] is the same in smash 64 and reused in brawl while in melee its different and his other stuff such as his yes! and torah! are reused from melee and smash 64 falcon kick is different in smash 64 while it the same in melee and brawl just listen to smash 64 sound test and melees sound test a few are the same. brawl even uses some from smash 64

Several of C. Falcon’s sound effects for Melee were different from those in SSB, not just Falcon Punch (listen to his Falcon Kick for example).
I think these were just unused in smash 64, but I get why you are disappointed. I am as well
Nothing was re-recorded, they just used bits that were unused before.

Truth be told, Horikawa seemed to be much younger back then when voicing Falcon.
It is his voice actor. He was younger when he did Captain Falcon's voice for smash. They've reused the same audio file since then.
