Hello dear! I guess you are applying for Bachelor's Degree, right? NIIED has a list of required documents and if they do not write about 9th grade document (which is probably), then you do not need it. 9th grade diploma does not affect anything as long as you got your 11th grade diploma. If you are accepted by Embassy, NIIED will accept you 99%.
