Rwandans know what H.E Kagame Paul has done for them in transforming Rwanda after the Genocide against Tutsi since todate. Rwandans chose to be led by consensus politics/power sharing against confrontational politics that led to genocide in 1994.

The fact that it is still called the 1994 genocide against the Tutsis with makes it one sided whichever way one puts it. I think that since Rwandans have agreed to avoid tribal differences in their day to day life to the point that it is like an act of treason to do so, then it should simply be called the 1994 Genocide.
What Rwanda has achieved under Kagame in the last 20 years is somewhat miraculous no one disputes that.
But a 99.18% win simply can't be justified whichever nice way one can explain it! Not even the best of the Greatest of Prophets with supernatural miracles could do that of a people of his time in history!
But let's agree, interms of freedom, Rwanda is far from Ug. High levels of productivity when citizens are suffering ......

1. Rwandans crossing to Uganda is braodly due historical ties this region shares. Alot of people born in Ug meaning a big family across, border demacation leaving kinyarwanda speakers and relatives across etc, other reasons include education, regional integration and corruption, and post 1994 impacts etc.
2. Opposition noise is in some countries ( not developed countries) influenced by colonizers to distabilize, especially African leadership. I have lived in USA, Canada, Europe and I'm a citizen in one of these developed countries. There's no one radio station or TV broadcasting partisan politics, my friend. There's no one opposing gov't programs yet some systems are heavily loaded to the people. You'll only credit PK leadership when you travel. Honestly Rwanda doesn't have as much resources as other African countries but it has a gov't working for the people. Countability, no corruption, infrastructure, service delivery. Etc. Do your research.

The economy is growing that's true but because it is from a very low base, we haven't yet achieved the level of some of the economies in the region and thus challenges remain. For this reason, some people choose to go abroad for greener pastures.
