I found out why you can’t talk to him, you have to wait until 6:00pm, the truck will come by and the door will open. Then you can talk to him. If you join a server during night. The truck is there but no opened door. So basically, you need to wait in to order to trigger him.

Once it’s 6:00am, he’ll leave and you can’t talk to him.

You might've made the same mistake as me, if you are trying to get him on TBOFE you have to do this in FAF5.
