I'm so glad that you at such a young age have these good thoughts for the less privileged. I've been to government hospitals like Nair, JJ and have seen these poor souls wait in the queue for hours without food, they literally sleep in the hospital lobby, some people come to the hospital from nearby slums just so that they can take a bath as well because they don't get enough water in their locality, I've been there like a few times and everytime I've seen these people they always have a story to tell that us privileged people cannot ever imagine about. Your mom's suggestion is definitely right, distribution of dry ration is best as they can cook and eat whenever they want, also this pandemic has made their lives a lot difficult it would be a blessing in disguise for them.
