That's definitely wrong. The load chain was put in wrong as the weld in the link is meant to be on the outside of the load wheel. The top hook safety catch is not functioning correctly and the bottom hook safety catch is missing. Also it should have a working load limit (wll) or safe working load(swl) clearly marked on it along with a manufacturer's identification plate with an original serial number . Load chain has to be inspected properly for wear and tear and any other damage plus hoist has to be load tested before use. Probably ok if you want to use it at home but not for use in industry.
Did I really just see that you oiled the friction surfaces? (check 10:04) That's just dangerous mate, you want those surfaces and the gears they touch to be clean, dry and lightly roughed with sandpaper. For the pressure bearing gear surfaces, you'd be better served with something like a high pressure grease than the light oil you used. That aside though, good to see you are trying to look after things rather than just chucking them out or ignoring them like many people do!

I don't know if you use hydrochloric acid because it's cheap, but a much safer alternative would be MC-51 or Evaporust. Both work well, are biodegradable and safe to use. Fuming HCL is pretty nasty stuff and actually damages metal rather than reforming existing rust.
Basically you disassembled it, stripped it, painted it and reassembled it. Where was the grease on the working parts? Where was the primer to key the metal for paint? Why did you paint the chain? Blacking the chain would have been better.
Two things that was missed. One putting locktight on the threads of the bolts to keep the nuts from backing off. Second, grease to coat the gears inside the chain hoist or Come along as they call it. That's a strong come along. IT will take some dents out things. Good for engine lifts.
