In 70th pre exam of bpsc, my exam centre was in Bhagalpur which is more than 300 kms from my home. When I reached at centre there was no basic facilities for students. In exam, students were directed to enter in exam hall till 11 AM. Students sits for more than one and half hour for no reason. Paper distributed at least 10 minutes later than 12 PM and taken 5 minutes earlier. In the time of exam multiple interruption by invigilator and for biometric. Re-Exam must be done for all students. Otherwise this will be one of the biggest unjustice. Thanks for raising this issue. We need more attention from your side.
As DM 1st investigate on corruption collect evidence 2nd- inform High authority about corruption 3rd- connect with people and understand their issue 4th- provide awareness about schemes and also aware about corruption in scheme through journalist. Thank you sir 🙏
Sir, as a DM first I'll ensure that the scheme shouldn't be suspended only due to individual fault, I would personally meet that politician and ask him to Stop whatever he is doing and will threaten him to face the consequences,if this will not be enough then I will use the technology and will direct the related officer to upload all the data on the website or all the related information on notice board in every panchayat office, if there will be transparency then I'm sure corruption can ended

On an average each center has a capacity of 500.. whereas the centre where re-exam is being conducted has capacity of 12000 so the centre itself is almost equal to 24 centers.. Sheohar district of Bihar has 14 centre.. so in a way almost 2 district paper's is being conducted.. and The only way to give results is normalisation.. that's why all the students are asking for re-exam for all..

Now the big question is if they r going to take exam on 4th how and on what basis it will be fair?? If the questions r of same pattern it will be cakewalk for them and if the questions r tough then it will not be fair for them. That's why we want re-exam.

In this dilemma, I will keep all this stakeholders in my mind and maintain coordination among all the stakeholder I will first try to collect evidence against the politician so that I can approach him for his corrupt practises and warn him. I will also make coordination with the media person not to disclose the scam highly because it may cause divorce effect on the beneficiaries and need to suspension of the scheme. I’ve been making confidence in my favour that I will ensure the accountability and transparency and will not take any decision which is against the core value of civil servant. I will also find alternate scheme. After collection of the effective evidence, I will give it to the authorities for transparent investigation and and taking action against those who were involved in the unethical practises

As a DM I m the part of the govt and .I should have to maintain the dignity of my system on which people beleive.so I definitely not exposed all the issue to media . I will take interal assessment by the help of my seniors and exposed all this corrupted system through evidence
For ethical dilemma: On the condition of anonymity, I'll tell the journalist that the scheme is going good except for a few politicians (without naming them) who are siphoning off the funds. Also, in the long term, such situations tend to magnify and can lead to large scale corruption. Therefore, evil should be nipped in the bud. If the scheme is discontinued, a new and better scheme can be launched. Provisions can be made to prevent such cases of misuse. For e.g., Govt launched DBT scheme in order to prevent siphoning off of funds by intermediaries. People will initially face some problem, but in the long run, it'll be better for them. After all, corruption free service delivery is a common good and right of the people. This exemplifies Shakespeare's saying, "I must be cruel only to be kind."

Solution of dillema As a DM- #. I cannot tell the truth to journalists #. I can prefer a utilitarian approach #. I can analyse the scheme and investigate type of manipulation of scheme done by politicians. #. If that scheme benefits the poor section of society the most, then the scheme was continued. #. On an average each center has a capacity of 500.. whereas the centre where re-exam is being conducted has capacity of 12000 so the centre itself is almost equal to 24 centers.. Sheohar district of Bihar has 14 centre.. so in a way almost 2 district paper's is being conducted.. and The only way to give results is normalisation.. that's why all the students are asking for re-exam for all..
Main sabse pehle impartial investigation ensure karunga aur scheme ke manipulation ke evidence ikattha karunga. Journalists ko yeh samjhaunga ki bina proper proof expose karna, scheme suspend hone ka risk badha sakta hai aur genuine beneficiaries ko nuksaan hoga. Now the big question is if they r going to take exam on 4th how and on what basis it will be fair?? If the questions r of same pattern it will be cakewalk for them and if the questions r tough then it will not be fair for them. That's why we want re-exam.

In this dilemma, I will keep all this stakeholders in my mind and maintain coordination among all the stakeholder I will first try to collect evidence against the politician so that I can approach him for his corrupt practises and warn him. I will also make coordination with the media person not to disclose the scam highly because it may cause divorce effect on the beneficiaries and need to suspension of the scheme. I’ve been making confidence in my favour that I will ensure the accountability and transparency and will not take any decision which is against the core value of civil servant. I will also find alternate scheme. After collection of the effective evidence, I will give it to the authorities for transparent investigation and and taking action against those who were involved in the unethical practises

For ethical dilemma: On the condition of anonymity, I'll tell the journalist that the scheme is going good except for a few politicians (without naming them) who are siphoning off the funds. Also, in the long term, such situations tend to magnify and can lead to large scale corruption. Therefore, evil should be nipped in the bud. If the scheme is discontinued, a new and better scheme can be launched. Provisions can be made to prevent such cases of misuse. For e.g., Govt launched DBT scheme in order to prevent siphoning off of funds by intermediaries. People will initially face some problem, but in the long run, it'll be better for them. After all, corruption free service delivery is a common good and right of the people.

#. If not I can give some advice or recommendations to those politicians, with subtle threat of exposing them.
#. Ensure that all the real beneficiaries of this scheme are strong.
