not when installed properly, probably could have put the sand in in lifts, layers, but those jumping jacks do a pretty good job of compacting. I do this same work a lot, all too familiar, they did a good job
Keri Jones in California is you us silica sand it's 100% compaction without doing anything to it. Other sands where required to jet it with water and it hardens when dry.

You need something elastic like gel to hold that sand together. That rammer won't cut it.

They couldn't allow it here in UK apart from covering electrical infrastructure
