What Is THIS Mysterious Signal on 20 Meters?!

I ran across a signal that I've never heard on 20 meters this morning. It sounds like Over The Horizon Radar (OTHR). It's wiping out around 12 kHZ of spectrum from 14.300 to around 14.312. I'd say OTH radar. I'm seeing it right now centered at 14.1675. This is new crap on 20 meters.

It's centered at 14.169. It's an FMCW. Sweeping upward in freq at 40 Hz across about 12 kHz of bandwidth.

I heard a similar signal on 10 meters, taking up a huge portion, like 50KHz or more. That was a few months ago. I heard it might be Over-The-Horizon radars but not really familiar with it, how it works, or why it disables a band so much sometimes!

It's a weird one. I've never this signal in the middle of 20M before. Sure behaves like some type of OTHR.
