Greninja Gold Stars are naturally harder to grade because the centering on those were EXTREMELY off-centered on release. Currently 9066 have been graded and only 1365 have been a 10. That's roughly, 1/6.62, over 5000 are 9's. Use a Centering tool for English Promos and cards if you're skeptical. I sent in 4 myself and only 1 came out a 10, the rest 9's.
Also the Raikou V Alt Art getting a 9 is slightly Left-heavy on the front. Back side zoom in Top/Bottom borders are thicker than the sides. It might's just been visible enough for them to doc it 9, just barely.
