It is absolutely safe, all of this is done locally and if Valve actually even did ban steam accounts for those violating DMCA, they would've banned a bunch of addon creators already. It's safe

Just because something opens cmd doesn't mean it is a virus. Lots of useful programs use cmd. Only way they can be harmful is if they ask for admin permission. Even then, it is most likely not a virus if you know that the program needs admin permission for it's job.
this really helped but i got a question, even after i downloaded the models and tried to extract them in gmod publisher, it says only downloaded addons need packed garrys mod addon thing in order to reinstall the deleted addon. any advice?

You have no need to convert back to a gma. Extended Spawnmenu will make the addon folder appear in the "Addons - Legacy" tab in the spawnmenu

So you just have a zip file instead of a gma? Just extract the zip to your addons folder. That was the point I was making at 1:03
