could a partial container sales also be considered under it or is it applicable only for full container?

Yes it can be used for partial container sales or LCL given that separate bill of lading is their for the shipment.

What if I buy goods from a foreign country & sell to another foreign country with keeping a margin? Can you explain the process pls?

You can do it, by using "sez - special economic zone" but you have to show that you are adding value to goods not just reselling. And if you just plan to trade then directly ship to the customer on your behalf by using "transit bill of lading"
