Not all bullying is physical. Lots of people just get mocked, pranked by being invited to fake parties, and have bullshit rumors spread about them. But based on his experience in the karate and judo gyms, he probably was probably a bully getting who's victims fought back every now and then

One of the reasons that Miller was getting such light sentencing is because of how backlogged California's legal system is and how crowded their state prisons are. The War on Drugs lead to California's prison population EXPLODING in the 80s-90s and it's never gone back down. Their sentencing is lenient because their prosecutors, public defense system, and appeals courts are wading through cases of low-level felonies that are years old and offering lenient sentences helps them cut off the slack. Prosecutors can also brag about having high conviction/ plea bargain rates when running in elections for more influential and well-paying positions.
