The 1980's were a marvelous time in the west. When the wall came down, in was not all rainbows and butterfly farts. West Germany inherited a huge amount of debt and from what I saw, quality of life suffered in the west. The locals I talked to that lived far from Berlin were not happy with the change.
I suppose most of the special deal-sweeteners to move to the "island" West Berlin seen in this video went away, although it's still attractive to young people because of relatively low cost of living for a major European capital.

Germany, the country was created by the U.S., most of its insitutions, its industry was encouraged by the Marshall Plan, tech transfers and its unilateral tariff protection on one-hand, with it's unfettered access to the U.S. market on the other. Cash transfers were also important, particularly for W. Berlin, which was kept as a show-case city to undermine the East, to the tune of billions of dollars until 1989. West Berlin, itself, was an artificial construct, kept alive by the Berlin Airlift in 1948 and tens of thousands of U.S. and U.K. troops, right through 1989. East Germany, was of course, persecuted and left in the cold by the West, through coordinated pro-capitalist activity.
I am both sad and happy I couldn't visit West Berlin. Sad, because what an experience it must have been to visit, but happy that the country is no longer divided.

My guess is that this is a bit of a propaganda film, aimed squarely at the East Berliners. "Look at us. We have great living arrangements, productive and fulfilling work, and more entertainment than we know what to do with. . . Come across the wall and you can partake too, and you won't have to drive a Trabi anymore."
The cost for crossing the border from East to West was death anyway, East Berliners/Germans were not allowed to travel beyond the Iron Curtain and the wall was built and guarded in order to prevent more defection to the West. Therefore, propaganda wasn't needed to attract East Germans to West Berlin!
That was the logic behind the catering on the Braunschweig to Charlottenburg military train that ran once a day. The dining was provided by the same company that operated the Orient Express. Finest cuisine for a few pence. Subsidied by the British military. Those Russian troops and DDR border guards at Marienborn and Drewitz would see allied soldiers being fed the finest dining whilst they were probably getting cabbage soup or grützwurst. All propaganda to mess with their heads.
To many, the wall represented oppression; to others, especially those who lived in West Berlin, it also represented a level of security, as no rogue or nefarious elements could easily traverse to West Berlin, due to the wall. If you will, West Berlin was like one giant gated community. Now, it’s not.

In 1970-1980s, swimming in public parks was nornal. I'd born in Moscow (USSR), that was a very big city, but swimming at all lakes and rivers was legal. I'm swimming until now in summer - it's illegal, but water is clean, I haven't any health problems. I think, all modern cities must have open-air swimming places.

USA stopped free cash into West Berlin after the wall fell. The lack of shine may have been due to this in part.
